I avoid buying powdered herbs or spices unless I have no choice. I don't know how long they have sat or what material quality has been mixed in with them. Often reputable retailers who buy powdered material from brokers have no idea how old the powder is and what went into it.
In the case of resins, the grinding process is often complex. Resins need to be air dried for a week or two after their first run through the grinder before they can be reground to a finer mesh. If they are not adequately dried each time they are ground, they will solidify when packaged. This is especially true with all the Frankincense and Myrrh types.
